IDEA Category

This category of awards focuses on rewarding the development of innovative mobile technology-based applications. Development of applications will respond to challenges defined by government agencies, recognized civil society organizations or private organizations.

Eligibility

All business firms, technology companies, nongovernmental organizations, legally combined groups and individuals, whether located inside or outside Afghanistan, shall be eligible to respond to the challenges announced. As described below, any group, organization and individual linked to a party playing any role in defining a challenge may not compete in such challenge.

Definition of M-Technology Award Challenges

M-Technology challenges are intended to focus on meaningful social and economic problems faced by any government program, economic or social sector, or industry domain. Finding effective solutions to challenges of this nature are expected to involve mobile and ICT technological developments or innovative adoption of existing technologies. Challenges may focus on a specific sector or problem, or be defined more broadly for use across government, for example as a shared m-service.

M-Technology challenges will be posted on the website of the DEWAE and advertised in the traditional media, seeking responses from innovators anywhere inside or outside Afghanistan.

M-Technology challenges may be proposed by a government agency, non-government organization or private sector firm and also Afghan citizens as individuals. However, the sustainability of winning applications is a high priority, as is government adoption of apps created through M-Technology challenges. Therefore, it will be important to ensure support or sponsorship for a challenge by the relevant Government agencies (and perhaps other key stakeholders), which might include an agency’s commitment to adopt, use, own or maintain the winning application or solution depending on the nature of the specific challenge and what is needed to best ensure sustainability of the winning solution.

For challenges proposed by non-government entities, it is expected that the DEWAE Team, with assistance from the SEB and Expert Group, will secure such agency support before the proposed challenge is selected.

IDEA Category

An M-Technology/Governance or Student Awards challenge may seek only basic ideas for the best solution to the problem or objective. Such a challenge will be referred to as an Ideation Award within such category. For the M-Technology/Governance category, an Ideation Award shall be a one-time award with a value up to USD 3,000 per Award. As a condition of the award, the winner shall be required to give up to the GOIRA all IP rights to the idea that is selected for an award under this category. IP rights will be passed onto MCIT through a signed Certificate by the Award Winner.

Value of the Award

The value of the award will vary depending on the nature and scale of the challenge: for example, whether the challenge is for the innovator to offer a basic idea expected to lead to a solution (Ideation Award); for the innovator to offer a detailed solution complete with all documentation and software (Detailed Solutions Award); or for the innovator to offer a solution that has been implemented (Practice Award). Details are provided below. Each of these three categories of awards will have at least 10 rounds in the first phase of two years of the DEWAE operation, and the DEWAE aims to have at least 10 rounds in the second phase as well;

and These challenges are intended to promote and reward the adoption by Afghans and impact of the use of mobile technologies for public service delivery and governance. In contrast to the M-Technology challenges, the challenges for M-Governance Awards focus not only on development of the application by the public sector, but also the broader adoption and impact of technologies across Afghanistan.  M-Governance challenges will be posted on the website of the DEWAE and advertised in the traditional media, seeking responses from innovators anywhere inside or outside Afghanistan.

This category of awards may cover development of an application, solutions aimed at facilitating use of existing m-applications in government, solutions that may help in the delivery of public services to citizens using mobile technologies or mobile technology based solutions that would help in enhancing the efficiency and effectiveness of the government departments and agencies in their day-to-day operations.

IDEA Category

1. Increase government revenue from minerals’ export by enforcing anti-smuggling measures at borders.

Challenge:  Government encourages local and foreign investors to export minerals that must be processed within the country; although it cost them to do so, they are willing to take risk. Such goodwill is being sabotaged by mineral smugglers, who mine and export minerals illegally, which certainly leads to loss of revenue for government.

2. Enforce quality control measures at health centers around the country

Challenge:  Health sector has made considerable amount of progress in last decade, but it surely does lack quality services as expected by public. There is no proper mechanism to monitor and evaluate health centers; to help public know about quality health centers in the country.

3. Verification of vehicle details for individual/entity

Challenge: Individual and entity need to verify the details of vehicle, as part of verification process, it is checked whether vehicle is stolen/vandalized or damaged. It is necessary to confirm so that ambiguity over business deal can be removed, which will ultimately reduce the complaints that are registered with relevant authorities of MoI about misleading accounts of stolen, vandalized or damaged vehicle.

4. Access to information about disaster in affected areas

Challenge: Disaster management authorities face massive hurdles in providing services to the population living in areas affected by disaster(s), because they need collect real time data remotely, which will be shared with relevant authorities for analytical purposes and affected population to spread awareness among them.

5. Report mismanagement in city to Municipality

Challenge: Management of roads, sanitation and waste and other public related affairs are the responsibilities of Municipality, but it needs help from public to report them to assist them in the better management of city.

6.  Alert citizens about events

Challenge: Citizens need to know about emergency alerts, holidays and other events in regards with their geographical location, language and nature of incident e.g. information about traffic incident to the population living in the surrounding area etc.

7.  Information about agricultural commodities for farmers

Challenge: Farmers are unable to acquire latest information about agricultural commodities e.g. availability in their area, price and quality etc. It may also involve publication of research based reports regarding commodities for the knowledge of farmer.

8.  File complaints against inappropriate content shared on media

Challenge: Citizens do not have any platform to complain against the publication of any inappropriate content e.g. cultural, social or security etc. shared on print or electronic media.

9. Awareness regarding environmental challenges and protection

Challenge: Global warming is being proven as an international environmental crisis; in addition, it also poses serious threat to existence of living organisms. Public is in need to acquire environmental education and act upon it for better prospective.

10. Delivery of information to local/international tourists

Challenge: Afghanistan landlocked country with more than 5000 years of rich history, rich natural resources (e.g. minerals, agriculture etc.) and beautiful sceneries, has more to offer to be visited for people of all walks of life from around the world. Tourist do not have sufficient general/tourist required information about security, weathers, physical and administrative information about their preferred location they intent to travel. For example, an individual wishes to obtain information about historical landmarks of Kabul, it has no access to verified information resources etc.

11. Retrieval of information about driver(s) and vehicle(s) by traffic police in real time

Challenge: Traffic police do not have adequate resources to verify the driving license of suspected driver or registration papers of automobile in real time, which is why it is difficult to confirm whether driver license or registration paper is being misused for criminal activities. For example registration paper is renewed on time, whether it is stolen or is it scrapped for not to be driven on roads etc.
